Upgrade a site from SharePoint 2007 and try to visit the List Throttling page from Central admin and saw the error

According to “DanRoot”

$w = get-spwebapplication http://nameofproblemwebapp
$w.HttpThrottleSettings
$w.Update()

The call to HttpThrottleSettings apparently ensures they exist, and Update() saves them.  After doing this, we were able to get to settings on the problem web apps.

It worked for me.
